HIS and Communication Technology Advisor

Job Summary

The job holder will lead the Health Information Systems & Communication Technology function, develop and implement the organization's ICT strategy, and ensure the efficient operation of Baylor Foundation Uganda’s ICT systems and services. 

Overall Responsibilities

1. ICT Governance

     • Develop and monitor the implementation of ICT policies and procedures to protect the confidentiality, integrity, and availability of information at Baylor Foundation Uganda (BFU).

      • Develop and monitor the implementation of the ICT strategy, workplan, and budget.

      • Facilitate and support the audit management process through activities that include coordination of Audit assignments, audit issue consolidation, resolution, and closure.

      • Manage and investigate cybersecurity incidents and recommend remedial actions.

      • Develop and implement the Business Continuity Plan (BCP) and Disaster Recovery Plan (DRP) and ensure that the required tests of the plan are  executed and test failures addressed.

      • Develop, review and certify all backup and recovery procedures, ensuring data security and availability by use of robust backups, storage and protection.

      • Provide technical specifications and participate in the evaluation of ICT solutions to support Procurement

      • Track the compliance of security controls (Antivirus, OS patches, etc.) and follow up on the closure of gaps for timely remediation.

      • Perform routine/scheduled audits of the systems and ensure continuous vulnerability assessments on Baylor Foundation Uganda systems.

2. ICT Infrastructure/Digitalization 

      • Develop and ensure implementation of the Digitalization strategy covering all ICT automations, process optimizations, and system integrations to improve efficiency.

      • Develop and monitor the implementation of ICT fixed assets management procedures, inclusive of maintenance, disposal, and keeping of accurate records of all assets and inventories in all Baylor- Uganda supported regions

3. eHealth Support and ICT Innovation

     • Research and recommend software and hardware specific to Health Information Management and drive the development or selection of proposed new technology, products, and system updates

     • Use digital health technologies to reduce inefficiencies, improve access, reduce costs, increase quality, and make medicine more personalized for patients.

     • Analyze data on digital health by region and design digital health solutions and services that are aligned with changing trends in health

     • Promote digital health innovations and drive internal awareness and adoption.

     • Act as an internal champion for digital health products, innovations, and projects

     • Analyze complex business needs presented by the users and recommend technical solutions.

     • Keep the senior management updated on the emerging trends, technologies, and solutions to keep Baylor Foundation Uganda in line with innovation.

4. ICT Operations Efficiency /Systems Stability

      • Keep abreast of ICT industry standards to perform software updates and infrastructure upgrades for all BFU ICT systems i.e. Servers, Software, Networks, Phones, etc., ensuring that they are all working efficiently and effectively.

      • Perform periodic evaluations of systems and user access to ensure that appropriate controls and access levels are maintained.

5. People Management and Stakeholder Engagements

•       Collaborate with partners that include IPs, line ministries and departments - MoICT and MoH, NITA-U, UCC, Universities, and other agencies.
•       Maintain formal partnerships with key internal and external stakeholders; i.e. BFU staff and vendors, to support user needs and changes in requirements.
•       Manage and Monitor ICT staff performance, set performance objectives, carry out performance appraisals, and coaching and mentoring of all staff under jurisdiction.
•       Identify staff development needs and liaise with the Head of HR for appropriate training and capacity building.
•       Manage service level agreements and contracts with ISPs and other ICT service providers to maintain the highest level of service and minimize any service downtime or performance issues.
•       Undertake staff sensitization/training on ICT and cybersecurity to address user knowledge gaps and create a culture of ICT security awareness and controls.

6. Service Management and Project Management

       • Implement a system and process for timely response to user concerns/queries in relation to the ICT Service desk and the BFU ICT policy

       • Act as the escalation point for incidents, changes, and other service requirements, and provide an effective interface between users and service providers

       • Review and approve any code and other application/system changes before deployment into the production and DR environments.

       • Track and regularly communicate project status, activities, and achievements

       • Review project risk logs to identify high-impact probability items and work with other stakeholders for adequate risk management

       • Work with all key process and system owners to conduct a thorough risk assessment and ensure that security and ICT controls are considered at the outset of new projects, products, and initiatives.

Required Qualification.

• Required Qualification and Experience:
  • Master’s degree in Information Technology, Computer Science, Software Engineering, Health Information Systems, or related field.
  • Relevant Certifications such as ITIL, COBIT, PMP / PRINCE2, CISSP, CISM, CompTIA Security+, CCNP, MCSE, OCP, and Microsoft Azure / AWS certifications are an added advantage.
  • Five (5) years of experience in IT and 3 years’ experience at a managerial level in terms of IT and system management
  • Experience with Health NGOs and Donor-funded projects is an added advantage.

Core Technical Competencies ·         Infrastructure & Systems, e.g., Dynamics ERP and HR systems. ·         Network design, configuration, and troubleshooting ·         Server management and Virtualization technologies. ·         Cybersecurity and Data protection policies ·         Risk assessment and mitigation ·         Health data systems: DHIS2, EMR integrations ·         Cloud & Collaboration   Behavioural competencies: ·         Exceptional People Management and communication skills ·         Self-motivated and able to demonstrate high initiative ·         Must be dynamic, persuasive, and convincing Leadership & Management Competencies ·         Aligning IT strategy with program/donor objectives ·         Developing IT roadmaps and digital transformation plans ·         Advising senior management on technology investments ·         Leading and mentoring IT teams ·         Managing performance and professional development ·         Vendor & Stakeholder Management ·         Delivering IT projects on time and on budget
